  1. Annie Siu-Norman:  Dear WIC Colleagues,

    It is with a heavy heart and great sadness that I inform you that former Missouri WIC Director, Annie Siu-Norman, passed away Monday, June 20, after a courageous battle with breast cancer.  Annie retired from the Department of Health and Senior Services as the Deputy Division Director for the Division of Nutritional Health and Services. She served as WIC Director for many years and was passionate about ensuring services were accessible to those in need of them. Annie’s career spanned 25 years.  After she retired in August 2003, she worked on special WIC projects through May 2011 and will be deeply missed by her colleagues.

    Following are the arrangements:

    • The visitation for Annie will be at Grace Episcopal Church, 217 Adams Street, Jefferson City, from 4-7 pm on Thursday, June 30.
    • The funeral will be at Grace Episcopal Church at 10 am on Friday, July 1.

  2. LAP Manual and Webinars:  The FFY2012 Local Agency Plan (LAP) Manual and Webinars are now available on the department’s web site.  The Local Agency Plan manual is located at www.health.mo.gov/living/families/wic/wiclwp/policies.php; the webinars are located at www.health.mo.gov/living/families/wic/wiclwp/training-wic_lap.php.

  3. Public Comment Invited on 2012 WIC State Plan:  The Missouri Department of Health and Senior Services is soliciting public comment on the proposed Women, Infants and Children (WIC) Special Supplemental Nutrition Program FFY 2012 State Plan, which covers the period starting October 1, 2011 and ending September 30, 2012.  USDA requires states to develop an annual plan that includes goals on nutrition services initiatives to promote and support breastfeeding; vendor management; and other program goals.  Additionally, comments are invited on the two revised WIC program policies that are submitted as part of the State Plan.  All public comments are welcome and must be directed to the attention of Lyn.Konstant@health.mo.gov via email, or fax to 573-526-1470 or mail to Lyn Konstant, WIC and Nutrition Services, P.O. Box 570, 930 Wildwood Drive, Jefferson City, Missouri 65102-0570.  Comments will be included in the final copy of the plan which will be submitted to the US Department of Agriculture no later than July 15, 2011.  All comments are due to the Department of Health and Senior Services by July 8, 2011 to allow time for incorporation into the final document.  (THREE ATTACHMENTS)

  4. Information from National WIC Association (NWA) on 2012 Possible Budget Challenges:  Washington, DC, 20 June 2011 – The 2012 Agriculture Appropriations bill (H.R. 2112) approved by the full House in contentious floor debate last week by a vote of 217-203 (click here for a PDF of the Roll Call Vote) does more funding damage to the WIC Program’s Fiscal Year 2012 budget than previously thought!  House Agriculture Appropriations Subcommittee Staff advised NWA late Friday night of the further reduction in funding.  The following is from Rev. Douglas Greenaway, NWA President and CEO:

    The bottom line: a cut of $733 million off of Fiscal Year 2011 funding of $6.734 billion and a potential loss of 300,000-700,000 moms and young children nationally from the Program’s benefits!
    At the end of the day, these cuts, but particularly the WIC and nutrition funding cuts, will damage the nation’s public health nutrition infrastructure, result in challenging nutrition consequences for hundreds of thousands of mothers, children, and families, have long-term negative health consequences, hurt rural and urban communities alike, and hurt small businesses and family farmers. These cuts will cost jobs! None of this makes any sense for an economy that is struggling to find its feet or for families who are caught in endless cycles of frustration, desperation, even hunger as they try to make ends meet!

    The fate of the WIC Program rests in the hands of the U.S. Senate that will likely mark-up an Agriculture Appropriations bill in Subcommittee by September.

    What can Missouri Local WIC Providers Do?  Please see the attached on ways the LWPs can educate their representatives and senators on the importance of WIC.  (ONE ATTACHMENT)

  5. New Selection in MOWINS How Heard About WIC:  A new selection is now available in the How Heard About WIC drop down box on the “Additional Information 1” tab of the Demographics screen in MOWINS.  You are now able to select Text4Baby as a response to “How did you hear about WIC?”  Text4Baby delivers a message about WIC at 10 weeks gestation, 32 weeks, and soon after the birth of the baby, at 52 weeks.  As a result, your participants may tell you that they heard about WIC from Text4Baby.  Contact your assigned technical assistance nutritionist with questions or comments.

  6. Extra Formula:  Effective July 1, 2011, we will discontinue posting the Extra Formula list in Crystal reports. The listing of extra/unused formulas will be sent out on a monthly basis through the WIC UPDATE. Attached is a current listing of extra formula available at different LWPs and guiding principles for shipping created to assist you when sending or receiving extra supplies of infant/pediatric formulas.  Red shading means the formula will be expiring within the next three months.  Please check the listing in order to utilize formulas with the most recent expiration date first, prior to placing an order, to help keep food costs down. Also be sure to notify Ellen Whittington at Ellen.Whittington@health.mo.gov when you have unused formula available at your agency so it may be added to the database.  If you have any questions, please contact your district nutritionist.  The State WIC office is responsible for shipping costs, but the LWPS are required to follow the instructions in the attached for the State WIC office to pay for this shipping.   7. Updated WIC-8 and WIC-7 Forms:  Both the WIC Supply Request form (WIC-8) and WIC Nutrition Education Resource Request form (WIC-7) have been updated.  Please begin using the new form when ordering supplies and resources from the DHSS Warehouse.  If you have suggestions and/or questions, please contact Takako Tagami at Takako.Tagami@health.mo.gov.
    [Note] Please do not order new WIC approved food lists (English and Spanish) until your agency receives the initial shipment from the DHSS warehouse. (TWO ATTACHMENTS)

  8. Hotel Reimbursement template for MOWINS, Basic Orientation and IBCLC Training in Jefferson City:  LWP agencies who send staff members to Jefferson City to attend required trainings for MOWINS, Basic Orientation, or Lactation Education Training IBCLC Prep Course may submit a request for reimbursement for the cost of overnight lodging following the training.  Please submit your request using the attached revised template letter on your agency’s letterhead.  The LWP should attach the invoice from the hotel showing zero balance due.  We ask the LWP to send the request for reimbursement at their earliest convenience following the hotel stay.  Submit the letter requesting reimbursement and hotel invoice to: ATTN: Laura Weiler, DHSS-WIC, PO Box 570, Jefferson City, MO  65102-5070 or fax to 573/526-1470.  If you have questions contact Laura Weiler at Laura.Weiler@health.mo.gov.
